How many years before can I amend tax return when I filed something wrong in the tax return form?

Author: For examples, I got almost 10,000 dollars tax return in 2006, but I only got no more than 7,000 dollars in 2007. I earn almost the same income in both 2006 and 2007. Can I amend the tax return in 2007 now? Please give me some advises. Thank you for helping.

I did not file income tax return for the past 10 years?
I am an USA citizen (California resident). I moved to Taiwan 10 years ago to teach English.
